What the house governs
The fourth house begins at the nadir, the lowest point of the chart. It is the foundation: the family a person came from, housing, private life and the place they return to when the outside will not hold them. Land, property and, in tradition, the second half of life belong here too.
How to read it in a chart
Look at the sign on the fourth house cusp, its ruler and the Moon. Planets here describe the atmosphere at home, not a verdict on the family: Saturn in the fourth is about rules and responsibility, not an unhappy childhood. The fourth cusp is sensitive to an error in the birth time.
The axis of the house
The 4-10 axis is private and public. The fourth house is what holds you from behind, the tenth where you are going. A conflict on this axis looks like a choice between home and career, while the real question is what base is needed to sustain outward movement.
Common reading mistakes
The most common mistake is reading the fourth house as a verdict on one's family. It describes the need for support and the way of finding it, not the quality of parents. The second mistake is using the fourth cusp when the birth time is unknown: it is the first thing to drift.
Houses depend on the exact time of birth: an error of a quarter of an hour shifts the cusps by a few degrees, an error of two hours moves a planet into the neighbouring house. Without a birth time it is correct to read only the planets by sign.
